fitting seat belt frame to pre sva NGTC chassis

Hi, I'm currently working on an abandoned project '97 TC. I've fitted the Findhorn sva compliance kit to the chassis, to provide the lower seat belt mountings and seat locations, have refitted the body and am tackling the frame that carried the upper seat belt mountings. I know I need to drill holes in the chassis to bolt the frame into the car, but the predrilled holes in the frame at the back are almost, but not quite, in line with the holes already in the chassis for the bump stops.
It seems to me that I need to bolt the frame on, then drill up through the chassis bump stop holes and into the frame to make new, although overlapping, holes. Does that sound like the best way forward? Obviously I will need to use large washers
