'Is' is correct. e.g. Acupuncture is used for many conditions. But 'What conditions are treated by acupuncture' is correct. 'For what conditions is acupuncture used?' is even more correct as we shouldn't end a sentence with a preposition.
Your use of phonetically is incorrect though.
Phonetically means spelling something the way it sounds.
