Particple phrase

What is the function of the particple phrase "doing my homework" in the following sentence:

I am busy doing my homework?

Is it modifying "I"? If so, then it can be rephrased as:

Doing my homework, I am busy.

Or is it possible to be an adverb modifying "busy"?

This is a hard one.

I think it may be a complement to 'to be busy'. A complement is a term that follows a verb or a gerund to complete its meaning. It is not classified as an adverb.

The problem I have is that the verb is 'am' and 'busy' is an adjective. Therefore, 'busy doing my homework' may simply be an adjective phrase which comprises adjective (busy) and particple phrase (doing my homework).
