This is a good question. I had to look this up. Both are acceptable, but 'talking to' is more natural (to my native ear).

Both are correct, but the "with" one implies that the prank caller is talking back while the "to" implies that the prank caller is not speaking, you are only speaking to him.

It would be "Prank calling is bad."
