Does a master plan issue? Or does one need to say that a master plan was issued? "In 2006 a master plan issued." Correct or wrong? (I've got an issue issue; ha!)

You can issue a plan.

So:

The master plan was issued on 2 March 2011.

Or...

We issued the master plan on 2 March 2011.
