Present Perfect with Simple Past

Can I write this - I have looked in the newspaper about investment tools before I bought a GIC. -?

No. Because "before I bought a GIC" is a dependent clause, it has to be in the same verb tense as the independent clause.

Possible solution: "I looked in the newspaper about investment tools before I bought a GIC."
