How do you turn the sentence "Steven winning the election gave me a surprise" into a passive sentence? Or can you?

'Steven winning the election gave me a surprise' is the passive voice because the subject of the sentence is receiving the action. The passive voice places emphasis on Steven winning the election but the active voice places emphasis on the subject: Me. To turn into the active voice: I was surprised by Steven winning the election.
