essay title ending in question mark in footnote citation -- comma or no?
Normally I put a comma before the end quote marks when citing an essay (e.g., John Smith, "Ten Rules for New Dog Owners," Doggie Journal 2, no. 3 (2010). But what if the title is a question? Should it be:
John Smith, "Are New Rules Necessary?," Doggie Journal (etc.) or John Smith, "Are New Rules Necessary?" Doggie Journal...
