Subject or the Object

Which is right, 'he praised they who were good' or 'he praised them who were good'? Or are both acceptable?

Also, is the sentence starter 'they who were wicked who others did retribution to' correct or is 'they who were wicked whom others did retribution to' correct?

Re: Subject or the Object

The case of a pronoun (including a relative pronoun) is determined by the role it plays in the clause. It's:

'he praised them who were good'

Same deal in the next one:

'they who were wicked whom others did retribution to'
