Who is "they"?

Who is "they"?

Is the sentence above correct? I know that we usually say Who are They but when we are using " quotes " then it can be Who is " XXX "?
If the word between the quotes is a plural word should it change the sentence?
Please, read twice and answer me as my theory is that as far as the word inside the quotation marks, it doesn't matter if its Singular or Plural; hence :Who is "they"? : Is a correct statement

Yes, I agree with you. Who is "they"? + Who are "they"? are both acceptable. It's quite common for something plural to be singular when it's the idea you're considering.

Horses in a field is something you don't see often.

Clearly, horses is plural, but the idea is singular - hence "is".
