Sentence Error

Is there a punctuation error in the following sentence? If so, please let me know.

The Macedonian empire was one of the only Greek empires to rival Roman or Persian imperialist conquest; however all three empires could not sustain their foreign policy frameworks.

The Macedonian Empire was one of the only Greek empires to rival Roman or Persian imperialist conquest; however, all three empires could not sustain their foreign policy frameworks.

Grammatically, it's pretty close. I would like to see a capital E on Macedonian Empire as I would judge that to be a proper noun. The comma after however is essential.

The issue for me is logic. The second half doesn't follow naturally from the first. I'm not sure "however" is the right word, and "all three empires" seems a bit disconnected too. It's not a bad logic error, but it's a little messy.
