I wrote; "Paypal advise they won't release an amount under $10.00." and was criticized thusly;

P.S. The missing "s" on "advise" is just icing on the sadness cake."

Who is correct and why-in this instance of refering to a third party is a plural required? To me "Paypal advise" seems perfectly correct but not according to the grammar police
