grammar in a sentence

I received the following from a headmaster correcting a member of his staff's grammar for a school report and the headmaster recommended he use below.

I don't think below makes sense.

Any recommendations?

"Using this grade as a starting point, to anticipate what he will need to achieve in his coursework to fulfill his target, estimates can be considered, subject to grade boundary fluctuations."

The sentence seems to long to me, should it be broken up?
