In my opinion, there's no any subject in "One in four Americans". Because "One in four Americans" is not a sentence (no any verb in it), it's just a phrase, not enough meaning to be a sentence. The following are sentences:
+ One in four Americans is coming there.
+ One in four Americans went away.
In two examples above, 'One' is the subject of the sentence.
