One of the Fox news anchors makes this grammatical error over and over and it is driving me crazy. I can not remember what it is called.

Using a subject [The man] followed by a pronoun [he] is known either as "double subject" or "left dislocation" (the latter more obvious where there's a comma between the subject and the pronoun).
