Getting it right: the unexplained uses of "lie" and "lay.."

The sentence will be the subject of an email about the reverse of The Great Seal of U.S.

I need help getting the grammar right. The sentence can be one of the two below (if corrected):

Signed, sealed and delivered: what lies behind what has lain ahead for the United States...

Signed, sealed and delivered: what lies behind what lies ahead for the United States...

Whichever I choose, I'll need the correct grammar.

Your second example is the winner.
Use four points of ellipsis at the end of the sentence.
