it will to be...?

I just came across a pretty weird construction "will to be", as in: "Here he will to be dealt with". Given that it was a translation, it could easily be a mistake; however it puzzled me. I can see "will to be" as a form of the standard "is/was to be" construction (the phrase implied that meaning). The question is - can it really be used in future tense, even if it's rare?
