Which sentence is correct?

The Wilmington Athletic Conference has allowed consultations for battery claims only where it's clear that the athlete was badly hurt.

Only in the most clear cut of circumstances, where the athlete was badly injured, has the Wilmington Athletic Conference allowed consultations for claims of battery.

By "correct", do you mean the position of "only" in the sentences?

I should have said, both sentences are correct.
