pramisa is good in english correct or pramisa is good at english correct?

It depends, although both work, "at" is better since it refers to a degree. A degree is any of a series of steps or stages; therefore " Tom is good at English....is better because Tom is good to the degree of English. Where as, "in" - is in refer to space, time, and location. It has no length of degree, so technically use "at" and if you are going for the stylistic look use "in."
