Affect vs. Effect

Is affect and effect being used correctly in this sentence? Thanks!

Being deployed into a combat zone can have major affects on a Service member’s morale. To help counteract that effect, the Department of Defense has historically sponsored occasional visits by celebrities, movie stars, and even musical groups to boost the morale of our troops.

Not quite. It was just your first effect/affect that was wrong. Here is the corrected version:

Here's a link to the Oxford on-line dictionary. I think you'll find it explains the difference between "affect" and "effect" very well.
