Your ear should tell you that the correct verb is "are;" "people" is plural.
So much for some people's English on FB.


One-third of the city was destroyed by the tornado. (Singular)

One-third of the books were bought under the old budget. (Plural)

It's actually correct. You are talking about a group of people. It's then referred to in the singular. If you say that only 1 out of 3, or only some people, you would then say are.
