"She is 53 years old, but looks 23." Is this a sentence fragment?

“She is 53 years old, but looks 23.” Is this a sentence fragment? The coordinating conjunction “but” tells me it’s a compound sentence however “but looks 23.” is not a independent clause.

Construction-wise, it's a coordination of two main clauses marked by the coordinator "but".

The second coordinate "looks 23" has the subject ellipted, but it's still a main clause; in full it would be "she looks 23".

Note that the coordinator "but" is not one of the coordinates; it forms a separate constituent with the coordinate following it.
