Which is correct and why?

He's the guy talking on the phone.


He's the guy who is talking on the phone.



To me, the 2nd one makes more sense, but the book I'm teaching from says the first is correct.

Your first example is more natural. The second one is okay, but a tad pedantic.

Note that although they have the same meaning, grammatically they're analysed quite differently.
