Missing Finite Verb

Hi Mr Paul,

“Graham Ford to join Sri Lanka’s head coach.”

This is a news headline. I think the main verb is missing here. Anyhow, this construction is widely seen in newspapers. Would it be correct to write a news headline (or other sentences) without a finite verb?

In which category the sentence is to account (i.e. declarative or others)?

Yes, it's fine. Newspaper headlines frequently have the finite verb missing. Even without it, we can still understand the meaning.

But do not do that yourself, unless you're actually quoting the headline!

It would be a declarative clause.
