You are correct.

The reflexive pronoun is used when the person referred to is also the subject of the sentence.

"I gave it to him myself."
"I myself gave it to him."

Here, the 'myself' has simply been moved next to the subject.

The subject and the reflexive pronoun must be in the same CLAUSE.

Mr. X stated : main clause
that he and Dr. X will be making a presentation : dependent clause, so 'he' is not in the same (main) clause as "Mr. X stated".

Note: if the speaker wished to emphasize who was presenting, it could be:

Mr. X stated that he and Dr. X will be making a presentation themselves.
