Grammar Question

Why is the term "participle" used to describe a verb phrase with the verb ending in "ing" or "ed"? Participle means "participating." A participle is a verbal having both the properties of a verb and an adjective, but a verb phrase does not participate as anything other than a verb. Why not just call it the "ing" or "ed" form?
