What is this called?

Hi, I have searched and search sites but cannot find an answer. This is hard to explain... What is the misuse of a name followed by a pronoun in a sentence called? Example:

Sue she said to go to the library.

I noticed this error twice today listening to television.

I am not sure there is a name for this specific error. IF there is, I have not come across it. Do you mean a accidental or deliberate mixture of these two sentences into one?

She said to go to the library.
Sue said to go to the library.

The closest I can think of is apposition (or an appositive). There is an explanation here.

This is not an error though. Your sentence would be punctuated:

Sue, she, said to go to the library.

This is feasible, but you would expect to see it:

She, Sue, said to go to the library.

So, the name of your "error" could be "noun in apposition". However, please note that nouns in apposition are not wrong.
