I think you may be looking too hard at this. I think it just a question formed by inverted word order. I suppose it would be called an "inverted word order" question. This is very common in many languages, particularly English.

I can run.
Can I run?

You should have done.
Should you have done?

Ah ha, I have just seen your point! The word "not". Where did that pop up from?
