Which is right: "...annoying to us" or "...annoying us" or both? Why?

Hi!
I feel that these two sentenses are different.
"Parking is annoying to us." "Parking is annoying us."
My researches have yet to turn up the reasons why?

Sometimes a verb (annoy in your example) needs a preposition (to in your your example), but not always. Often, the preposition changes the meaning of the verb; for example:

run up (debts)
run down (the business)

However, sometimes, the meaning does not change when a preposition is added:

meet with (the team)
meet (the team)

In your example, there is no change of meaning, just like in the example above. Of the two, I prefer "annoying us".

It seems to me that there is a difference between "annoying to us" and "annoying us". In the first case isn't the present participle "annoying" an adjective modifying "Parking"? In the second case the present participle is indicating the present progressive verb tense?
