Want to buy a medallion for investment + What's the weekly lease?

I have been thinking about buying a medallion for investment purposes. Can you folks tell me if I can buy a medallion and lease it in the city of Chicago? or is there a rule that the owner has to drive?
Also, is $180,000 a good price. What' s the weekly lease and where should I go to buy a medallion?

cab bussiness is too slow, making $40 a day by working 12 hours, plus humiilation by public and mistreatment by officials and police. $40 daily is not just today, its been like that for the last 4 yrs and been driving for the last 10 yrs.
the thought of cab bussiness like medalions and lease is too wrong now! time is gone!
