Cab driver Sonnie Wellington's death

Hi,my name's Mamadou Bah,I'm a student a northestern Illinois University and a Chicago City Cab diver (Flash).I've been driving in Chicago since November 1999.
What I think should be done to prevent tragedies like the ones happening to chicago's cabdrivers (Sonnie Wellington for exemple) is to:
1-Have all cabs with no exceptions closed their shield anytime.
2-Have all cabs equiped with a security camera.
3-Not to allowed 4 peoples in a cab from 7PM to 7AM,because they will always ask the driver to let one sit in front,that is unsafe for the driver even though he has the shield closed.What could happen if the front passenger have a gun?
If we keep 3 or less peoples in a cab,the back sit will be absolutly enough for the ride.
4-Allowed cab driver to ask ID and report the name(es),the pickup and droppoff informations to a dispatcher while taking passengers travelling after 9PM to places where people have been shot or rubbed before.

I think those are all good ideas. I wonder why the city is dragging its feet with approving the cameras?
