DCS "Drive & Talk" Ticket Trap Alert

-----------------------------------------------------------------------------------------------------
WARNING WARNING WARNING WARNING WARNING WARNING
------------------------------------------------------------------------------------------------------

DCS is writing illegal tickets for cell phone use while operating a taxicab.

Is the City violating its own and State laws? Can they be legally stopped?

Several drivers and witnesses have reported that DCS enforcement officers are positioned at O'Hare staging area to watch for drivers who are on their phones as they drive into the staging lot. An unknown number of citations have been issued.

Several drivers were ticketed for talking/driving while they were already parked.

One driver was parked in a staging row, with engine off. He is a first-time, new daddy and his wife called just to help ease his new dad jitters. That's going to cost him time off to go to a hearing and, at minimum, an administration fee.

Another driver was parked, with engine on, waiting to pull into a staging row, in the "tail line" that builds up (along the northern fence and Bessie Coleman Drive) when the staging lot is full. A friend called to get an airport update. That's going to cost him time off to go to a hearing and, at minimum, an administration fee.

These two incidents can both be confirmed and substantiated by eye-witnesses, who are willing to sign sworn affidavits and testify at the Administrative Hearing or, in court, if necessary.

Drivers report that the same DCS enforcement officer has written numerous talking/driving tickets and that Midway as well as several other popular and busy downtown taxi stands may be under surveillance as well.

Meanwhile, effort is underway to seek legal defense assistance and to obtain input and advice regarding matters of law and other actions drivers can undertake to stop this illegal ticket writing scam.

Please help spread the word -- and:
1) Don't talk while driving.
2) Keep your eyes open for DCS and CPD even in the airport staging areas.
3) If you witnessed these incident, or have information on these incidents, or want report an illegal ticket incident, contact any or all of the following:
