Cabdrivers and luggage...

Cabdrivers aren't required to load luggage. There are many good reasons why this is the case.

I always load luggage into my cab when possible. I don't think we should charge extra for it when we do it. Customers might try to avoid paying the extra charge by thinking they can avoid it by taking all of their bags into the back seat.

Some of them already have a tendency to do this, which is not only unnecessary to make sure they don't forget what's in the trunk, but also a bad habit which dirties and damages the back seat.

Any extra charge we might get for this won't be worth the trouble. How many times in a shift do you actually encounter luggage?

This issue isn't worth fighting for; it will only complicate our business (especially on the rate sheet) which needs to be simplified to develop more understanding and trust.
