What evidence is there that digital cameras have the same capacity to "improve the safety of drivers" as do protective shields, which are known to improve the safety of drivers?

What studies, reports and professional observations have been reviewed to come to this conclusion?

If cameras do not have the same or better effectiveness as shields, isn't the statement that the main concern "is unequivocally driver safety" simply false?

How does one "remove the motivation" to rob, cheat, injure or kill a cab driver?

How will would-be thieves and criminals learn that drivers are carrying less cash and accepting credit cards more often?

Why doesn't the Department work with both the Metropolitan Pier and Exposition Authority and the various taxi cab affiliations to develop, establish and implement a program that diverts the money from projects that benefit tourists and trade show business and use that money to benefit the drivers, such as for health and hospitalization insurance?

How is it that "Pier and Exposition" facilities should be financed before cab drivers health, safety and welfare is financed?

A response to July 2, 2008 Reader Opinion.

In the Dispatcher's “Reader's Opinions” (July 2, 200 , Mr. Cahit Kurak addressed a question to me regarding the Department of Consumer Services requirement that taxi drivers accept credit cards. I appreciate his concern and I would like to take the opportunity to respond.

By requiring drivers to accept credit cards, we are re-positioning the industry from solely a cash-based to more of a cashless system. We understand that some customers will still want to pay in cash, and we must allow for that. But as time moves forward, this will occur less and less. Chicago, as a global city, and its taxi drivers, as ambassadors to the city, must be ready for the inevitability of a less cash-based society. Customer convenience, however, is not the primary purpose for requiring the acceptance of credit card payment.
The main purpose is unequivocally driver safety. Taxi drivers are a target for crime because they carry large amounts of cash. The goal of the Department of Consumer Services is to minimize this vulnerability and to protect drivers, plain and simple. While protective shields and digital security cameras improve the safety of drivers, we must also remove the motivation that makes taxi drivers targets for crime. And clearly that is the handling of large amounts of cash.

Finally, the Department is working with both the Metropolitan Pier and Exposition Authority and the various taxi cab affiliations to encourage them to accept credit card payment for MPEA stamps and vehicle leases, respectively. But these are separate and distinct issues, and unrelated to the purpose of requiring drivers to accept credit cards. Again, that purpose is, above all else, driver safety.

Another idea for a suit or at least an investigation is the MPEA fund. What is the current fund balance? Where is this money going to/for? King Rich has already said he has a very large MPEA fund surplus he intends to finance the Olympics with. He also says he will turn a profit when its all over. Where is this so called profit headed? Is this the formula he uses:

Don't be too hard on the King. This has been going on here since its been called Chicago. Or is that Crookcago?

"The Effectiveness of Taxi Partitions: The Baltimore Case"

Abstract:

This report addresses the controversy concerning the effectiveness of taxi shields (partitions) by using case study and statistical analysis.

It answers questions concerning whether or not shields reduce assaults on taxi drivers and by inference taxi driver homicides.

Following a city-wide shield mandate in 1996 case study data show that for the City of Baltimore the percentage of shielded taxis rose from about 50% in 1995 to 100% in 1996 for the 1,151 licensed Baltimore cabs.

Comparing the 12-month periods before and after the mandate the data shows that assaults on taxi drivers decreased 56%.

Data also show that between the years 1991 when only 5% of the cabs had shields and 1997 when all did, assaults decreased 88%.

Unless accounted for analytically, confounding factors such as annual changes in city crime rates, robberies, unemployment, and drug use could also contribute to the assault reduction.

However, by comparing the assault rate for a shielded taxi association in 1991 with another similar, but unshielded, taxi association eliminates time varying confounding factors.

This analysis shows that an unshielded Baltimore taxi driver in 1991 was five times more likely to experience assaults.

Using linear regression to account for the time variation of the factors over the period 1991 to 1997, results indicate that reduced driver assaults correlated most highly with percentage taxis shielded.

Average case study data, statistical tests and linear regressions show that assaults on taxi drivers are significantly related to shield installation.

A related economic analysis yielded a 17-to-1 benefit-to-cost ratio of estimated savings from reduced injuries versus the costs of citywide shield installation.

Thus, this study supports the use of shields in Baltimore for the case study licensed taxis.

The results also argue for shields elsewhere, such as Baltimore County, and for other cities with conditions similar to those in Baltimore.

Why taxicab drivers don't have an insurance and retirement benefits like other CITY WORKERS under teh direct control and management of the City:
