You can, but you have three main clauses in your example, so you must use a heavier punctuation mark than a comma to separate the constituents; semi-colons will do:

"We went hiking; we went fishing; but we should have gone shooting instead".


An alternative and much more natural way of putting it would be:

"We went hiking and fishing, but we should have gone shooting instead".
